I didn’t catch the whole story, but I heard on the news this stems from some doctor somewhere working on a type of pig-human hybrid and thinking it could change the definition of what it means to be “human”.

Thus, I suspect this bill is a direct response to this doctor’s actions. We saw the same type of reaction when certain doctors professed they had the technology to clone humans, so in my view this is a logical albeit humorous and silly progression.
