    The key word here is SUBSTANTIAL.

    It started out having a completion date in August. Then complete the first week in October. Then complete in late October. Now SUBSTANTIALLY complete by late October. That one word leaves for a lot of wiggle room. Without the infusion of the Phase II 1.9 million in environmental money this thing would be dead in the water. Which begs the question, is all the 5.1 million of the original 5.1 million for Phase I gone?

    Judging by the progress being made it will be interesting to see just what is ready by the end of October compared to what was promised for Phase I.

    I thought it was funny that the actual surface of the project (landscaping, metal details, etc) won’t be done until Spring, but hey, the bike trail will be ready for Winter!!!!

    I really like this project. I know the cost overruns are frustrating, but I really do like the addition of quality public space in the heart of they City. The eastbank plaza in phase 2 (where the river ramp sits now) is an almost unimaginable improvement over what it’s like there now.

    Well I tell everyone that we haven’t had a bike bath for years… Due to one construction project after another after another. You might be able to ride a couple miles before a detour.

    So no Mike, I tell everyone that our bike path is a joke.

    Next year I can’t wait to hear about a section “closed” for the summer due to more construction.
