These numbers seem at bit daunting when it comes to cost of the annexation (DOC: PrairieMeadowsAnnex;
 Distributed on an individual lot basis per front foot.
 Sanitary Sewer – 3% for 20 years
 Water Main – 3% for 20 years
 Storm Sewer and Curb and Gutter – 3% for 20 years
 Surfacing, Sidewalk & Lights – 5.75% for 20 years
While the 3% interest rate doesn’t look to bad, the almost 6% rate seems a little high, especially for a neighborhood that may not NEED sidewalk and street lights. I will be interesting to see how this plays out.

    Just curios – what are the criteria you think determine whether or not a neighborhood needs street lights and sidewalks? Are there other neighborhoods you can point to in the city that don’t “need” streetlights and sidewalks?

    Not all neighborhoods are brought into / annexed into Sioux Falls with the requirement for curb, gutter, storm sewer, sidewalks and fancy lights. Look at Old Orchard, Halls Addition and many more for examples of neighborhoods with a different type of personality. Go to the Twin Cities and see all the towns with great streets, personality and no high speed streets requiring expensive upgrades the city is calling for.
