The Pavilion got around to putting ‘something’ up on their website about 2015. It is short on details.

What amazes me, is that not only does the place receive millions in maintenance from the city’s CIP that is NOT included in their budget, but they have to depend on a 43% subsidy from the city and private donors. It still amazes me that after almost 15 years and a significant growth in population, the Pavilion can’t even break even.

  1. As the graphic states, the City of Sioux Falls owns the building. Like any landlord, the City is responsible for repairs and maintenance of *its* building not specifically assigned to the tenant (in this case, the nonprofit Washington Pavilion Management, Inc.). Since the devil is in the details, it would be interesting to review the city’s contract to see what costs are assigned to the Pavilion’s management and whether a typical tenant would be satisfied with such an assignment.

    As a 501(c)(3) public charity, Washington Pavilion Management, Inc. (WPMI) contracts with the City of Sioux Falls to provide programs and services to the community using the city-owned facility. Like many charities, WPMI benefits from program service revenue (admission fees, concessions, gift shop, etc.) *and* from philanthropic donations.

    Should the City of Sioux Falls government subsidize WPMI’s budget to support programs and services at the Pavilion? If so, at what level and using which tax dollars? Those are reasonable questions open to discussion and even debate. But what everyone calls “the Washington Pavilion” is a collaboration, with both the City and the nonprofit management company having contractual roles and responsibilities.

    Balance of Revenue is not a financial report. This may be wishful thinking but it’s not practical accounting. I don’t believe 19% for donations. Perhaps pledged but not received. Other Revenue how?
