    What must happen is the right case must come into State Supreme Court. Only they have the authority to forcefully install and supervise implementation of a new charter. Then, city codes can be enforced and citizens will get back the primary right to appeal into court. Only a court can decide constitutionally. Why is the city attorney afraid of the law? How come city legal grew to 20 when Munson era was 3? They have no cases to try because all get dismissed. A public petition could provoke the 5 patriots on the council to force a public vote for a new charter.
