What the heck is this?

This concrete structure is on city property about two blocks West of Minnesota Avenue on the North side of Russell Avenue. What is it?

I can only guess, someone told me it may be a base/foundation for an Events Center digital sign. Don’t know?

    I believe you’re partially correct. I’m pretty sure it will be for the entire “sports/entertainment/convention district”. I’ve been watching this being built for three months now. You just noticed?

    Reminds me of a civil defense Bunker I saw in Daytona Beach. It was built for emergency communications and a place for city leaders. How did they hide this in the budget?
