    The advance notice letter is fiction. Goldhammer lied in court saying it was sent but couldn’t produce a copy.

    Take the citation but don’t pay the fine. It’s an admission of guilt. You’ll get cited later when there’s no offense.

    Wait a few days then ask for another citation. It’s double jeopardy. They didn’t fully pursue the first one before citing you again.

    When they send you a bill for mowing, don’t pay. It’s admission of guilt without a hearing.

    They’ll file a Small Claims Action. Show up and tell the judge you want to be heard in Circuit Court. You give up your rights and Small Claims always decides for the city.

    Wait for the city to file suit in Circuit Court. Then, have an attorney file for dismissal given case history proving city judicial process is unconstitutional.

    Basically, keep them busy for months. It’s why the city attorney office has 30 employees with high pay and full benefits. There’s a few minutes of anguish but it’s better than them fining you repeatedly.

    The system is not unlike a mafia squeeze. It’s not about the offense. It’s all about revenue to make payments on the half billion in bonds.
