Seems a couple of high rollers in town are a little nervous some councilors are showing some muscle. They are doing the presentation below at the Charter Revision meeting on Wednesday at 4 PM.

They highlighted some interesting parts.

2.01, this makes sense and hasn’t changed since 1995.

2.04, this has changed quite a bit. The council has a large staff working for them now. Three city clerks, an operations manager and a budget analyst. (I would agree this large staff is probably not needed).

5.05, Funny, because every time the council tries to enact legislation or ordinances of their own the mayor intervenes with changes or vetos. Also, they have little to NO input on the budget. They have also been losing control of major RFPs.

If this presentation shows anything, it is that the home rule charter is extremely flawed and NOT working.

    City councilors can have their picture taken with the mayor. Otherwise, stay home so there’s no overhead and Carnegie Hall can be demolished.

  4. KM, I totally agree. Many years ago, an esteem emeritus professor at the University (They have a statute in his honor… 😉 ) told me personally, that members of that family were entertaining the idea of hopefully changing our state constitution, so that instead of having a governor and legislature we would instead run state government with a 25 member board of directors (the legislature) and a chairman (the governor) elected by the board. A course all of these board positions would be elected by the people through 25 individual board districts, but such a political concept would definitely facilitate “South Dakota Inc.,” wouldn’t have it?

  5. They love this form of government and the way it operates for them. Just look at Uptown II. The taxpayers of SF held this land for over 11 years for a private developer, with NO down payment or payment of any kind. The taxpayer is essentially paying for the parking and soil cleanup thru the TIF. And at the end of the day we gave them a monster discount on the price of the land. This is the Kirby form of government and how it works.

    But on a more serious note, I also had a prominent Republican admit to me once on how four families more or less run the Republican Party in this state, and thus our State… And I think we all know their names and we definitely know the name of one of the families, don’t we?…. And they are to South Dakota, what the Koch Brothers are to America…..

    I signed 5 petitions at the courthouse today. I mentioned I proved city government unconstitutional in Supreme Court. The response was the usual ‘everybody knows that’. It hurts when you fight for democracy and nothing happens. I’ve felt more freedom in combat.
