Charter Amendment Proposed by Councilor Sue Aguilar Jan. 9, 2014

Section 4.03 Legal officer.

There shall be a legal officer of the city appointed by the mayor effective with the advice and consent of a majority of the eight members of the council. Notwithstanding Charter Section 2.05(b), the legal officer may be removed by the mayor during the mayor’s four-year term of office only with the consent of the majority of the eight members of the council. The consent of a majority of the council is not required for the expiration of the legal officer’s term of office that occurs upon the mayor’s expiration of term of office. The legal officer shall serve as chief legal advisor to the city council, the mayor and all city departments, offices and agencies, shall perform other duties prescribed by state law, by this charter or by ordinance, and shall handle or monitor the representation of the city in legal proceedings.

  9. You’re correct Poly. There were probably 100 local citizens there – 90% of them people that DL and the crew rail against on a daily basis here.

  10. I sat at a table and strategized with a County Commissioner, a County Sherrif, an evil developer, a DOT representative, and a Lewis and Clark official. Sounds like a vast conspiracy don’t it? Except the meeting was open to anyone who wants to participate, including just plain ordinary citizens like me. The goal is to develop a framework for shaping policies for the Metro area for the next 10 years.

    You all MISSED IT and will probably miss all the future meetings over the next 6 months as well. Of course – you will always have the opportunity to protest having been “left out” via referenda and whining on blogs and the like down the road.

But I do think that MOST (and I mean over 95%) of the whining about the oppressive doctorial evil government on THIS blog is done by folks that don’t get involved up front – just sit on the sidelines and snipe. And that MOST of the attendance by those on this blog is done with the intent of gathering information for the purpose of same sideline sniping – and NOT for being engaged in the planning processes themselves.

    Right? I have been to more public meetings in the past year then Ruf has been in the last 5 years. I have found that ‘public input’ at least at SF meetings, is just basically ignored. So I suppose, I could have gone to this meeting (missing out on lost wages) spoke my mind, but it would have just been a waste of time. My ‘whining’ on this site accomplishes a heck a lot more then attending some public meeting drinking coffee and eating donuts with some public officials who claim they WANT to hear from the public. Yeah, right.

    Before I completed the survey I read the PDF document from there last get together ten years ago. Read every line and find their vision was in fact tunnel vision. Events Center? River Greenway? That they’ve accomplished. But for how many millions, and how many really benefit? Who fills out these surveys? What percentage of adults who live in the central district or core area of this city do you suppose even know about this survey? With the exception of the metli’s of the core area, I would venture less than 2% of the adults in that area fill it out.

    Read the report from ten years ago and see if their core beliefs are the same as those 50% who send their kids to schools and get reduced or free lunches.

    Also, take a look at some of the committee steering group. Pam Homan? Pulls down over 190k while half the kids in her school district get free or reduced meals? What is wrong with this picture?

    At a 2012 Council Work Session, Darin Smith (Director of Community Development) addressed this change in the requirements.

    He likes to quote the large number of TIFs Rapid City has done, as if this is some kind of competition!!

    The current Mayor and his Administration are constantly talking about transparency, at the same time that MMM’s wife is involved in TIF #11 all the while hiding behind a LLC.

    Just one more reason to cast a vote for Jamison in April.

  21. Poly – you really haven’t understood what this meeting is about. It is not a “report” or a “presentation”, or a “hearing”. It is a working group – setting policy goals for the metro area for the next 10 years. It is looking AHEAD – not back.

    The group’s process is FINISHED – it is beginning. It is an opportunity for Jane and Joe to SHJAPE POLICY.

    Yeah – you go ahead and revert to the standard negative rhetorical rejoinders all you want -= and DO NOTHING yourself. As I suspected.

  26. LJL – I’ve attended a lot of these kinds of meetings – starting with the North Hollywood Neighborhood Revitalization Steering Committee meetings back in the early 1990s. The outcome of that effort was the construction of a subway (not the sandwich shop) station in North Hollywood and the creation of the NOHO (take off on SOHO) arts and entertainment district. A lot of new development has take place there since – using those guiding principals we developed 20+ years ago. Unlike other older parts of LA that are still struggling – NOHO is an inner city boomtown.

    More recently I chaired my local Planning Commission for 5 years. During that time we revised the Comprehensive Plan, wrote and adapted new Planning Ordinances, and wrote and adopted new Subdivision Ordinances. Not my first rodeo.

    Probably not, because you know it wouldn’t be ethical, but yet you defend someone like Dunlap. Why?
