Cost- I didn’t spend a lot of time on it, the prize is only $100. But the answer is the ‘S’ represents the falls and the horseshoe is the ‘N’ that is leaning FORWARD to represent progress.

The blue wave represents the city’s namesake (the river and falls). The red loop resembles a boomerang and horseshoe suggesting return to prosparity with forseeable luck into the future. Red, white (background), and blue suggests midwest values and national patriotism.
Appropriate for these times. It could win.
