What will the downtown Sioux Falls ‘Banks’ project cost taxpayers?

While the media and the city have been busy showing us pretty pictures of the project, there are still a lot of unanswered questions.

What we do know is that the project is projected to cost around $40 million, it will have 600 public parking spaces, it will have a partially public rooftop park and it will require demolition of a few buildings to construct.

Questions,

-What kind of reimbursement will the city receive for the façade it paid for in 2007 for the building that is being demolished?

-How much money will taxpayers be putting towards the project? Will it be a loan, a TIF or a one-time payment (rumored number is $10 million)? Where will the money come from? Reserves? Bonds?

-If we are giving 25% towards the funding of the project, will the city actually OWN 25% of the building (for instance, the parking ramp portion)

-How will property taxes be assessed if we own a portion of the building? Or will we lease? And if we are leasing, why would we help fund the project?

-What is the real economic impact of the project? Besides the few hundred temp jobs it will provide in construction, how many permanent jobs? Or mostly low-paying hospitality part-time jobs?

Too often we find the ‘Devil is in the Details’. Remember the supposed $4 million dollar TIF Dunham requested for the COSTCO project that quickly got reduced after all the facts came out? If we move forward on this project like our fine mayor, planning department and community development departments usually do in a non-transparent manner – the taxpayers of the city may be getting the shaft at the end of the day.

I encourage the city council to study the options closely, and make sure the taxpayers of this town are not once again handing out money and tax breaks like candy to the developer welfare class of our community.

 

Super Homan; Defiant to the end

At Pam’s retirement presser today, she stayed true to herself to the end. Getting a golden parachute, blaming others for her communication problems, and in denial of her career.

Not surprised, I didn’t expect a Jimmy Swaggart moment.

She told the press an announcement will be made in the next couple of weeks about her new job.

UPDATE: The conjecture amongst us South DaCola foot soldiers is she will be the new Executive Director of the South Dakota Democratic party, but Augustana and the two health systems have been mentioned. Not sure, just speculation at this point. What makes us suspicious of the ED position is that she has a very cozy relationship with the Mayor, who is probably going to run for governor.

When asked if she had any disappointments as the Super, she had only one thing to say. “I wish I would have had a bigger paper shredder.” Ho Hum, just kidding. She replied, “I wish I would have taken vacation more.”

When asked by an Argus reporter about people criticizing her transparency and communication issues, she killed the messenger, literally. She blamed the Argus for basically creating the controversy.

This is how we do ‘business’ in Sioux Falls

The Argus Leader reported today that the RFP for the mixed use parking ramp downtown was awarded to a joint venture which includes Ramkota Companies and Bender Real Estate.

These companies are lead by Robert Thimjon and Michael Bender.

Both men have donated in the past to the mayor and his campaigns;

Nothing nefarious here, it is perfectly legal in South Dakota to ‘pay to play’. A certain Ad Agency in Sioux Falls has been doing it for years with the state.

So it is NO surprise who got awarded the RFP. The bigger question here is if any city officials or family members are or will be investing in the project? A good question to ask at the presser tomorrow.

Another Daily Update

Well lots of things have been happening in our pleasant city besides frolicking in the pools that are getting more expensive (The Sioux Falls City Council had a great discussion at the informational meeting on Tuesday). Let’s just say not everyone is happy about the rate increases and how they came about. I think the only councilor to support them was Karsky, and he was even skeptical.

PUBLIC GAVELING

During public input (at the Sioux Falls City Council meeting), things got a little heated. Bruce Danielson pointed out the secret sub-committee meetings that were taking place to get the pools rates passed without including the public OR the city council. As Bruce was talking I noticed Parks Director Kearney was ‘laughing’ at Bruce pointing out the meetings. In fact you can see him laughing on camera as Bruce is at the podium.

When I took the podium, I first chastised the stupid 5-minute rule and reminded the mayor, the council AND the directors in the room that there are NO time limits on meetings and they all get paid very well to be there.

I then thanked the city council, and told them I was ‘proud of them’ for the discussion they had at the informational, and told them to take the issue to an OPEN committee meeting to discuss with the public. I also chastised Kearney for openly laughing at Bruce and the secret meetings.

I closed with telling them about my meeting with Patrick Warren, and told them he was a great asset to the city, and they should not have fired him.

After another constituent blabbered about it being OK to have closed door meetings (because you get more things done that way – OMG – you ain’t a kidding) Bruce attempted to approach the podium for a second time saying it was well within Roberts Rules of Order, to which he was gaveled, then I.L. Weiderman approached also, to which he was gaveled, then we all got a pleasant lecture from Hizzoner about how we need to conduct ourselves at the meeting, and that city directors are not ‘paid enough’. I think I laughed out loud.

ITS ART STUPID

Moving on, I had an update over the weekend about the mosaic wall. I was told two things, that some of you may or may not know. Central Services who is in charge of cleaning city owned art never ever intended to budget for or clean the wall AND even if development happens at the triangle lot adjacent, the wall has to remain, It’s a Federally mandated flood wall. I asked if volunteers could clean the wall and that is out of the question due to the salt buildup. Special chemicals have to be used by professionals to clean the wall. I am told that councilor Erpenbach is working on a solution.

I’M THE OTHER DAVE BILLION

The council was a bit dumbfounded last night (Item #16)when ‘former’ Billion Automotive employee (Dave Billion Jr.) addressed the council over Billion Auto wanting a street vacated so they can expand there lot on 41st street. He spoke against it, and his testimony must have been good, because the vacation failed 3-5 (it needed 6 votes to pass). A confused council questioned Billion’s intentions. Councilor Kenny Anderson Jr. asked why he was speaking against it, and something about ‘Doesn’t your company want this vacation?’ Too which David responded, “That’s the OTHER David Billion”.

While I have known about Dave’s departure for quite a while, there hasn’t been much media about it. Mostly because no one is talking. Hopefully this latest stint last night will give at least one of the ‘David’s’ to talk. But even if they do what media source in town is going to risk losing advertising? Even when KELO did the story about it last night, they called Dave ‘A former employee’ then stated his name.

Just another fun night at Carnegie. Lots of laughs, lots of gaveling and lots of confusion.
