Is Walmart using the Mayor’s Playbook?

Walmart has sent out the above postcard/mailer to get support for their monstrosity they want to build;

The battle for a new Walmart in Sioux Falls continues. After a petition against Walmart, the big box chain is now taking matters into it’s own hands.

Some residents around the area of 85th Street and Minnesota Avenue received a pamphlet in the mail asking them to support the possibility of a new Sioux Falls Walmart.

Over the last year, those opposing the Walmart have been collecting signatures to put the new zoning ordinance to a vote. And in May, it became official that residents of Sioux Falls would be able to vote on the zoning in April 2014. The group collected over 6,000 signatures against the new Walmart.

But now Walmart is collecting signatures of its own, with these new pamphlets. Throughout the piece of mail, Walmart is laying out all of the positives of this new store at 85th and Minnesota.

This mailer is purely political in nature, but carries NO weight. Something several citizens have said to me who have seen this story or have gotten this postcard is;

 “This has got the mayor’s hands all over it.”

First off, the signatures the SON petitioners gathered had to be signed by VALID registered voters who live in the Sioux Falls city limits. Did WM send these to only registered voters in SF? How about Harrisburg? The mailer only lists addresses and not names, so my assumption is that it went to households, whether they were registered voters or not is beyond me. Sorry, but unless you are a registered voter and property owner in Sioux Falls, your opinion on this matter isn’t worth the cheap paper WM printed this PC on. And my guess is that most of the people who shop or work at WM are neither.

They also are asking for people to sign the PC and mail it back to them, but it’s not a BRE (Business return, postage paid). I guess by purchasing a stamp to mail this PC back you can show your support for WM financially also. They ask you email them so you can receive even more propaganda from them.

The mailer also claims it will create 250 jobs (full-time? Part-time?) and that a current FULL-TIME associate earns $12.81 per hour (Starting pay? Benefits?).

My suggestion to anyone who received this postcard is to recycle it. I think WM has had enough EPA violations, we can help them out a little on this one.

Slowing the Walmart Train

At last night’s city council meeting, the council approved an amendment by Kermit Staggers to move the 2nd reading of the Walmart development to July 16, then a substitute motion was made to move it to August 6 (Erpenbach had some picnic or something to attend on July 16 so she wanted it moved). Sorry Walmart for the delay 🙁 The reason why Staggers asked for extra time is so the council and the SON group could review the traffic study. Jamison also wanted to use the time to study an alternative to Walmart at that development site;

“This is where it starts to get real, and I think we’ve got to come up with a better plan a better transition to this neighborhood and I’ll work hard to find a better alternative to that plan,” said councilor Greg Jamison before the vote to delay the second reading.

I know when I walked out of the council meeting last night, the developer who is attempting to broker the land deal didn’t look too happy, but of course he never does.

I addressed the council about representational government, residents (taxpayers/voters) and small business in Sioux Falls, and told them the reason they are asked to vote on this project, even though Walmart may have a legal right to be there, is because they need to represent their constituents, not Walmart.

Another episode of “Shut up and listen”

I attended the neighborhood meeting today at 85th & Audie, and I will have to give MMM credit, he was dropped into a hornet’s nest, and of course, patted himself on the back for being one of the few politicians who would do this. The only other city employee in attendance was Planning Director Mike Cooper, who also answered questions. No Walmart representatives, no city councilors and no one from Lloyd companies.

Some memorable moments were when one guy said, ” Why don’t you do a little less talking, and a little more listening.(sic)”

Another resident told the mayor they don’t trust the system and that is why they intervened, and stopped Shape Sioux Falls.

But things really heated up when one citizen said that he was in reelection mode. He didn’t like that too much, and made the guy say it again. He of course said he wasn’t. Go figure.

Mike also said he wishes he could take credit for all the development in town, but thanked the Planning department.

The mood from the crowd was that Walmart didn’t make the concessions they wanted, a smaller store and not 24/7. MMM of course claims the planning department is simply following rules by making recommendations. And here is the stickler with that statement. If Walmart has the legal right to build at that location, why does the council have to approve it? The simple answer is they don’t have to, that is why it is being brought to a vote. They can simply say no, like they did when they wanted to build at 69th.

I have said all along, most of the residents who don’t support the Walmart built their homes BEFORE 2009 when the area was rezoned. They have a right to oppose this and stop the store. I wish them luck, but when the city see’s dollar signs (in the form of retail tax revenue) they have one mission, ignore the citizens and prop up big business.

Southside Walmart proposal. Who is the chicken & Who is the egg? And who came first?

After watching last week’s city council and planning meetings, I started to wonder about ‘the green dot’ discussion. We have to remember the 69th & Cliff Walmart site was voted down, the city had a meeting with Walmart staff and sent them to 85th & Minnesota because of the land use designation on the 2035 plan and the “green dot.”

I was able to get 3 maps from the ‘Save our Neighborhood’ group that are not available on the city’s website.

The first map would be the orange multi-family residential designation on Twin Eagle. The reason this is important is the city intended that area to be a transition zone from single family residential to commercial at 85th & Minnesota.

The second map shows all of the single family NOT multi-family residential homes that ended up being built before 12-7-2009. I have since learned that all but 12 were there before that date.

Why is that important?

The third map answers that question, the green dot on 85th & Minnesota was decided on that date when that intersection became a sub-regional employment center. The problem is that with the new WM proposal that doesn’t leave enough room to properly transition from single family residential to the highest commercial use allowed in the city of Sioux Falls, C-4 commercial.

This will hopefully start to answer the “what were people thinking” question and the “what did they expect would be at that intersection?” question. The green dot didn’t exist until 12-7-2009 when almost all of the current homes out there had already been built. We would expect either a neighborhood or community employment center like 57th & Western, 69th and Minnesota, or even like 57th & Cliff, but not like 41st and Louise which is being proposed.

The city clearly made a mistake in 2009. They also made a mistake removing the citizen input from the conditional use process on Shape Places and now they are gearing up a misinformation campaign against that neighborhood (something the city directors are very good at). Except this time they have a planning staff that is clearly bitter over Shape Places being revoked and a city attorney that either doesn’t know what he is talking about, or is twisting the zoning rules to fit Walmart’s agenda. The problem the city has this time is that they are not going up against an army of retired people who want snowgates or outdoor pools. They are fighting a group that consists of several lawyers and professionals that have done their research and are prepared to fight this until the end.

So what came first? The Residents or Walmart? I think we know the very clear answer.

Walmart & Lloyd companies, a winning team

How can Walmart lose when they have Lloyd going to bat for them;

The Sioux Falls Planning Commission approved a preliminary site plan that includes a new Walmart Supercenter on the southwest corner of 85th Street and South Minnesota Avenue. The five to one vote happened after more than three hours of debate over site plan and commercial property zoning at the proposed site.

Head commercial realtor for Lloyd Companies, Raquel Blount said during public testimoney,

“Some people think a big company like Walmart just comes to town and gets to do what they want.(sic)”

Pretty much, and with the help of your employer, it seems to be a done deal. I hope this neighborhood fights this to the end, no matter how bloody it gets. It is time to not only send a message to Walmart but to Lloyd Companies. You can’t profit anymore from walking all over citizens and neighborhoods and we certainly are not going to subsidize your developments anymore either.
