Is Sioux Falls spending too much on consultants?

The City of Hamilton found out the hard way;

A scathing audit suggests City of Hamilton departments routinely overspend consulting budgets, pay for unneeded work and improperly account for tens of millions in spending.

Coun. Sam Merulla said the report “reinforces” his belief some city departments rely too heavily on consulting work, period. “My contention is we hire staff and project managers because they have particular expertise … they should be doing the work.”

Councilor Merulla makes a point I have thrown at city hall in Sioux Falls several times, why have expensive 6-Figure a year staff that just hires out the work anyway, especially in our Engineering and Legal departments? I have often suggested to pick one or the other. The suspicians I have is that the city departments like to use consultants to justify expenditures and fees we don’t really need. Increasing water rates or an indoor pool are great examples of how we use consultants to stick it to the taxpayers. It’s time for the city council to take a deep look into our consulting budget and also are use of mid-management. I think we should cut one or the other, or better yet, both.

Next Annexation Task Force meeting Thursday May 18

The next meeting of the Annexation Task Force will take place from 5:30 to 7 p.m. on Thursday, May 18, 2017, in the Council Chambers at Carnegie Town Hall, 235 West Tenth Street. The public is welcome to attend. The meeting will be web streamed live on www.siouxfalls.org as well as televised live on cable channel CityLink.

The task force was formed to offer recommendations regarding how to improve the annexation process. The task force will NOT address or propose annexations of specific properties or subdivisions in and around Sioux Falls. Only the full City Council has the authority to address annexations. Furthermore, if an area has an existing preannexation agreement with the City of Sioux Falls, the work this task force performs will not alter the existing agreement.

Changes at the Pavilion

Not even sure what this even means;

Smith this month created and filled two new executive positions – a chief operating officer and a chief financial officer. Longtime Pavilion staffers John Seitz and Jane Hathaway, formerly the director of patron services and finance, respectively, started in their new roles May 11.

So my question is what is the difference between the Chief Operating Officer and Jon Loos’ position, VP of Operations? Darrin says these are two NEW positions, but why would the CEO & President need a COO and a VPO?

So will somebody be leaving quietly in the night?

The biggest concern is that PP has created fake mutual aid ambulances so that they still get the call and avoid zero level;

We’ve uncovered some of those late calls when no ambulance was available. But dispatchers no longer call it a Level Zero. Instead, it sounds something like this:

“Priority one for 980. Be advised that 980 is still on the call, 962 is at Sanford and will be clearing shortly to be enroute.”So while 980 sounds like an ambulance, it’s not, causing some to question is there is a “phantom ambulance” in Sioux Falls.

I was first told about this about a month ago (apparently the person who tipped me off went to Angela to). As I was asking questions about this and listening to different radio traffic, from talking to other ambulance service EMTs and providers in the region, one word kept coming up while describing PP’s new pilot program, “Corrupt”. And it wasn’t only competition that was saying this, one of their employees described the operations of PP as ‘F*cked’.

So how does this work if this is what they are truly doing?

It’s actually quite simple. In order to avoid a ‘level zero’ as an ambulance provider you have to make sure you have mutual aid in route to an emergency scene if all your ambulances are busy. Since PP has the contract with the city to provide exclusive ambulance service in Sioux Falls, they must call in mutual aid if all of their ambulances are busy. And they are busy quite often, making transports between SF hospitals, which is guaranteed revenue and at a lower risk. So when this happens, the accusation is that instead of calling in actual mutual aid (Like Med Star) they call a phantom service called a ‘980 to 989’. 911 dispatch of course are saying it is NOT a fake ambulance but another name for a Level Zero – Well isn’t that comforting. So while this FAKE level zero is happening, PP can finish their transport without getting called out on a ‘level zero’ and once the transport is finished, they call off the 980 and respond to the call, restarting the clock all over again. By this time, it could be over 45 minutes before the ambulance arrives. Rumor has it that in some cases people waited so long, they just had a family member drive them to the hospital, others died waiting.

While all of this sounds pretty crazy, it’s not to hard to pull off. Our health director, Jill Franken and REMSA have been tight lipped about this secret pilot program, so we have NO idea WHAT they are doing to fix the level zero calls, they refused to talk to KELO.

It will be interesting to see what Angela has uncovered, but the evidence I have been shown isn’t flattering.

Is Sioux Falls really an artistic community?

First, I would like to say that it is (in some respects) and has really come a long ways over the past 5-7 years.

That being said, when I think of the genuine artistic side of Sioux Falls, I think of the artists themselves. Sioux Falls is spilling over with talented visual and musical artists. We also have many great people involved in theatre, dance and literature. But when I think of our business community, I don’t think they really ‘get it’ and it’s not that don’t want to give money or support it (Arc of Dreams) I just think they have too much focus on ‘Economic Development’. Guess what? Not everything in life that you do will bring you wealth, maybe it will bring you happiness?

Sioux Falls artists made it clear the current political climate isn’t the only barrier to a more robust scene.

Zach DeBoer, who owns Exposure Gallery and Studios, said he would like to see more dedicated funding from the city.

“We don’t currently have something like that,” said DeBoer, who has been a public advocate for the arts and serves on the city’s visual arts commission

Even if we were not talking about the arts in Sioux Falls, there seems to be this mentality from the business community that everything we invest in Sioux Falls should have a return on it. While I would agree when it comes to the arts and entertainment (which we don’t currently have a positive return on) at the grassroots level and the arts it’s more about community building than anything and supporting local artists is much like supporting local business.

I don’t get involved with LOCAL art clubs, groups or committees anymore, but I certainly support the young artists in our community that do, hopefully they can succeed where I just gave up fighting the arts political hierarchy. Anything is possible.
