Carlson’s final payment will be with a new council and mayor. The city regularly withholds payment when you’re not an insider who wins a contract. City ordinance is ‘judicial review’ not ‘appeal into court’. In other words, you can’t sue for payment because the city is the only legal authority. Sure, it can be challenged constitutionally but there’s no financial award. A new mayor doesn’t have to sign the final check. Carlson is giving us a 25 million building for 16 million. Now that’s a deal.
