The SF City Council needs to start ramrodding the mayor

This week’s irony comes from everyone’s favorite local newspaper, The Argus Endorser. First let’s start with political reporter Ellis’ editorial about Mayor ‘Ramrod’;

Unlike his predecessor, it isn’t yet apparent that Huether has learned the art of building political coalitions to get what he wants. He appears instead to be relying on the ramrod technique.

I agree with Ellis 100% on this analogy, and by the power of the city charter (which should be repealed) Huether doesn’t have to build any fucking coalitions, or even any non-fucking coalitions. In fact he doesn’t even need a city council, he can pretty much do it all himself.

Though the council has little power, they do serve a purpose. They can’t really shift money around and make any rules, but they can be a thorn in the mayor’s side, and they do serve as a check against our mayor, even though he will probably do what he wants in the end.

But let’s move on to what this discussion is all about, the council wanting to add another beauracrat to city hall (which they really don’t need);

During the budget process, city councilors wanted to use some of the money that had been going to the now vacant chief-of-staff position to fund a budget analyst position. Councilors, who work part time, say they need somebody with a finance background who can look under the hood of the budget and understand its complex workings.

I had an informal discussion about this topic several months ago with two city councilors and a city employee. At the time they were throwing the idea out there to hire this person, and asked me what my thoughts were. While I agree 100% that the council is getting shafted during the budget hearings, I will say this – the council needs to use the resources they already have, and they have another option. What is that option? This what I told the folks involved in this ‘informal’ powwow?

“I think you need to hire and independent, outside private contractor to dissect the budget every year and give the council recommendations. Is there any private CPA’s that do that kind of work?”

Of course, this would eliminate the city having to hire another person, it would give them an unbias opinion and at the end of the day, the council can either take some, all, or none of the advice with or without the manipulation of another city employee.

Of course, the ‘Ramrod’ Editorial Board at the Argus Endorser will have none of that;

From city charter authors to the city attorney, there’s clear concern that the council’s actions are out of step with the strong mayoral form of government that voters approved.

First off, the voters narrowly approved the current city charter, that we are finding is extremely flawed and occassionally unconstitutional. And while the city charter provides the mayor with ultimate power, it still does not stop the city council from questioning his decisions, which councilor Erpenbach seems to do on an hourly basis.

My final advice on the matter;

You don’t need another city employee, you need a Private Investigator.

Meet the new boss, same as the old boss

Sorry Michelle, Sioux Falls doesn’t need another Quen Be, we already have a king.

No one should be surprised that mayor big hair said this;

Huether told the council it’s his administration that’s managing the project, not the council.

“Just to be clear, the executive branch of government versus the city council is responsible for this project,” said Huether.

“I want to keep the city council involved, but guess what? We are already doing it.”

After the meeting, Councilor Michelle Erpenbach said the mayor’s comments were “out of line.”

“We call this a strong mayor government. It’s a misnomer,” she said. “We have just as much right to keep up with the progress.”

I would agree Michelle, you have a right to know and be involved, but guess what, the Home Rule charter allows the mayor to do what he pleases, if you don’t like it, I highly recommend you work to repeal that part of the charter, something that I have been a proponent of for along time.

As for Mike saying this about the council publicly, he needs to take a page out of Munson’s book, and just do things behind closed doors and not tell the council a damn thing.

Mayor Huether is barking up the wrong tree on code enforcement

I guess Mike is willing to take on citizen’s constitutional rights to property and due process. This isn’t hubris, this is stupidity that will cost all of us taxpayers in frivolous lawsuits and demolition costs;

“Let’s get the word out across the city that we’re not messing around. We’re going to enforce them (codes). We’re not taking it anymore, Sioux Falls. We’re not,” the mayor said.

Pretty bold words when you have two SD Supreme Court cases pending and no constitutional right to enforce certain codes.

If I was Mike, I would lay low on this one until the cases have been heard by the SC. But we know his gigantic head won’t tolerate it, so he hires a new thug to take over where Shawn ‘Toad’ Tornow left off;

Key to the effort is the addition of a new attorney, Paul Bengford, to the city legal team. He begins Monday and will focus on prosecuting code violators who resist administrative attempts to make them desist.

What is Paul going to do? Until the code enforcement process is made constitutionally valid, yah gots nothin! It’s kinda like the events center, until the voters say yes or no, all the $500,000 plans in the world can’t make it happen.

So, Mike, you are losing some sleep over the Events Center debate?

“As painful and as trying as this process is, and yes I’m losing some sleep over it, in the end it’s all going to be worth it. This city will be able to celebrate, and this state will be able to enjoy the good things Sioux falls has been able to accomplish,” Huether said.

Did you lose any sleep while you were making millions from taking advantage of the financially ignorant?

Ironically this could all be over and done with if you would just put it on the ballot already. I hear a ton of debate and discussion, but not once have a heard when it is going to be on the ballot and the language of that ballot.

I think you are enjoying all this fuss.

THE RUMOR MILL

A little birdy told me yesterday that Mayor Huether isn’t a fan of Meghan Luther, the city politics reporter from the Argus Endorser. I guess he didn’t take to kindly to her recent ‘Build it Downtown’ article. Is our mayor trying to manipulate the media by being a bully? Not sure. More to come on this topic.

The debate is over

Enough already! After viewing last night’s city council meeting, I have decided that the debate is over concerning the Events Center. It is time to move forward. I don’t care about the diversity of the selection committee (which consists of ten white men, five of which are city employees). All creeds are bias on one level or another. Not important, especially when the voters should be deciding location, funding, etc.

So what should be done?

1) Skip the design analysis and do an economic impact study of both locations instead, first, present those numbers to the public ASAP.

2) Put it on the ballot, ask three questions; Approval, Location, Funding. Done deal.

These debates between a bull-headed mayor and and his former contractor, who is just as bull-headed, is getting tiresome. Heck, councilor Erpenbach even had to interject and remind the mayor that public input is for ‘listening’ not ‘debating.’ (should have told that to gavel happy Munson 🙂

We have not only beaten this dead horse enough, we have beaten it clear to China. Present the impact numbers and let the public vote already!

On a side note, I was rather irritated by Councilor (short-timer) Litz’s comments in reference to public input;

“(paraphrasing) I appreciate people’s passion on this issue and I appreciate your (mayor) passion to get this information out, but I think somewhere though, and I think I am pretty liberal when it comes to applications of the process, but somehow this is turning into berate the mayor” Litz.

“Yeah.” Huether.

“And normally we allow people to come up and do their five minutes, and do their statement and maybe we refer it, and somehow we are going to wind up eating up a lot of the council meeting’s time of business we are supposed to be taking care of, so somehow I hope we can find a solution to this.”

First off, Huether agreeing just shows how big his freaking head is. If I were the mayor, I would have told Bob that it is part of the job as a public officials to take heat. If you can’t stand it, get out of the kitchen (which ironically Mr. Litz is doing).

As for Bob’s comment about eating up time I was unaware that the council meetings were timed. If you think your time is being wasted, why don’t you resign TODAY so we can appoint or elect a councilor that actually gives a shit what the public has to say.

As for doing our five minutes. Screw You! I watched you last Monday night (one day before the election, which had your name on the ballot) blab and blab and blab on every freaking topic you possibly could. Not only wasting the other councilor’s time for your campaign info-commercial but wasting taxpayer’s time.
